It means only cookie clicks specifically, I believe. I also heard that the neverclick achievements are disabled until further notice due to some issues but I'm not 100% sure about it. While you're at it try and get the "Hardcore" achievement as well - bake 1 billion cookies without purchasing upgrades.

When you ascend, click the cookie next to "Reincarnate" to toggle that on. That'll set things as if you hadn't ascended before, allowing you to get achievements you'd normally only be able to get on your first run.
